Bluetooth file receiver

Hello

we have built a system on mac that automaticaly receives bluetooth flies and then uploads them to either a server or a designated foulder, which some other applications will then make use of. However a client wants the same system working on a PC and we don't know how to build one for PC.

does anybody know of such a system or can give me a price for building one.

spec
1) automaticaly recevies file
2) screens file so only pictures are forwarded
3) forwards and renames the file (new name being an ever increasing number) to a foulder or server.
