Windows 8 fast discovery not working

I have one pc which is running windows 8. My application uses the wcl library to search for an pair a bluetooth device. It's in the windows bt tray now showing as a paired device, I can connect and talk to it no problems. Then I reboot the pc. Now my app does Discovery on the TwclBluetoothDiscovery component with the fast flag set to true. I do this so I can make sure the last device I used is still paired in windows. The fast discovery though doesn't find any devices. I click on the windows bt tray and it shows the device is still paired.

I'm not certain this is a windows 8 issue but it only happens on our windows 8 pc. It's a windows stack radio. Any ideas?

Its Windows 8 and 8.1 problem and there is no solution.
